इकलौती बेटी को शिक्षा विकास छात्रवृति (कक्षा ११ एवं १२)

इकलौती बेटी शिक्षा विकास छात्रवृत्ति योजना के माध्यम से कक्षा 11 एवं 12 में मध्य प्रदेश माध्यमिक शिक्षा मंडल से मान्यता प्राप्त और एमपी बोर्ड का सिलेबस पढ़ाने वाले समस्त अशासकीय अथवा प्राइवेट स्कूलों में पढ़ने वाली छात्राओं को प्रति वर्ष ₹5000 की छात्रवृत्ति प्रदान की जाती है. इसके लिए छात्रा का अपने माता-पिता की इकलौती संतान होना आवश्यक है इसके साथ ही छात्राओं का क्षेत्र की बोर्ड परीक्षा में 60% या उससे अधिक अंक प्राप्त किए हैं |

एमपी बोर्ड लैपटॉप वितरण योजना (छात्र प्रोत्साहन योजना)

मध्य प्रदेश मुक्त लैपटॉप वितरण योजना के माध्यम से एमपी बोर्ड कक्षा 12वीं के छात्रों को लैपटॉप खरीदने के लिए ₹25000 प्रदान किए जाते हैं | एमपी बोर्ड फ्री लैपटॉप योजना का लाभ प्राप्त करने के लिए कक्षा 12 वीं की बोर्ड परीक्षा में न्यूनतम 85 प्रतिशत अंकों के साथ उत्तीर्ण होना आवश्यक है | माध्यमिक शिक्षा मंडल द्वारा हायर सेकेंडरी की कक्षा बारहवीं की परीक्षा में 85% से अधिक अंक लाने वाले विद्यार्थियों की सूची उपलब्ध होने के बाद लोक शिक्षण संचालनालय द्वारा कार्यक्रम आयोजित करके लैपटॉप योजना की राशि अथवा चेक अथवा लैपटॉप विद्यार्थियों को उपलब्ध करवाए जाएंगे |

छात्र-छात्राओ को नि:शुल्क गणवेश

मध्य प्रदेश के समस्त शासकीय विद्यालयों में कक्षा एक से आठवीं तक अध्ययनरत समस्त बालक बालिकाओं मदरसा बोर्ड और संस्कृत बोर्ड से पंजीकृत मदरसों एवं संस्कृत शालाओं में दर्ज बालिकाओं के लिए प्रत्येक छात्र छात्रा के लिए ₹400 की राशि 2 जोड़ी यूनिफॉर्म गणवेश हेतु उपलब्ध कराई जाती है. यह राशि छात्र-छात्राओं की माता-पिता के खाते में भेजी जाती है इसके लिए जीरो बैलेंस पर पालक के खाते खुलवाए जाते हैं | प्रत्येक वर्ष 15 अगस्त तक खाते में पैसा ट्रांसफर कर दिया जाता है |

छात्र-छात्राओं को नि:शुल्क सायकिल वितरण (कक्षा 6 वी)

डॉ एपीजे अब्दुल कलाम मेधावी छात्र प्रोत्साहन योजना के अंतर्गत प्रत्येक जिले के सरकारी स्कूलों में कक्षा 12वीं में सबसे ज्यादा अंक लाने वाले प्रत्येक संकाय की सामान्य वर्ग के निर्धन छात्र छात्राओं को प्रतिवर्ष पांच ₹5000 की एकमुश्त राशि के रूप में सहायता प्रदान की जाती है |

निशक्तजन छात्रवृत्ति योजना (कक्षा 1 से 12)

निशक्तजन छात्रवृत्ति योजना के अंतर्गत कक्षा एक से बारहवीं तक के छात्रों को वित्तीय सहायता प्रदान की जाती है इस योजना का लाभ प्राप्त करने के लिए विकलांगता प्रमाण पत्र आवश्यक है तथा न्यूनतम विकलांगता 40 फ़ीसदी होनी चाहिए निशक्तजन छात्रवृत्ति योजना में कक्षा 1 से 8 तक के छात्रों को ₹500 का तथा कक्षा 9 से 12 तक के छात्रों को प्रत्येक वर्ष ₹1000 की छात्रवृत्ति प्रदान की जाती है |

नेशनल मेरिट स्कॉलरशिप योजना

नेशनल मेरिट स्कॉलरशिप योजना का लाभ ग्रामीण क्षेत्रों में अध्ययनरत कक्षा नौवीं के छात्रों को कक्षा आठवीं में सबसे अधिक अंकों से उत्तीर्ण होने पर तथा कक्षा 11वीं के छात्रों को कक्षा दसवीं में 50% से अधिक अंक लाने पर दिया जाता है, इस योजना का लाभ लेने के लिए विद्यार्थियों की अभिभावकों की वार्षिक आय ₹100000 से कम होनी चाहिए. विभिन्न स्कूलों से प्राप्त प्रस्ताव के बाद आयुक्त लोक शिक्षण संचालनालय के द्वारा स्वीकृति प्राप्त होने के बाद जिला शिक्षा अधिकारी के माध्यम से छात्र-छात्राओं को राशि के माध्यम से सहायता प्राप्त करवाते हैं |

पित्र हीन छात्राओं को छात्रवृत्ति योजना (कक्षा 1 से 12)

पित्र छात्राओं को जोगी शासकीय विद्यालय में अध्ययनरत हैं कक्षा 1 से 12 तक इस योजना का लाभ दिया जाता है कक्षा एक से पांचवीं तक ₹350 कक्षा छह से आठवीं तक ₹400 तथा कक्षा 9 से 12वीं तक ₹450 छात्रवृत्ति प्रदान की जाती है, इस योजना का लाभ लेने के लिए छात्रा को पिछले वर्ष की परीक्षा उत्तीर्ण होना आवश्यक है साथ ही किसी अन्य छात्रवृत्ति का लाभ प्राप्त होने पर कन्याओं की छात्रवृत्ति की पात्रता नहीं होगी |

स्वामी विवेकानंद पोस्ट मेट्रिक मेरिट स्कॉलरशिप योजना

स्वामी विवेकानंद पोस्ट मैट्रिक स्कॉलरशिप योजना का लाभ सामान्य वर्ग के उन विद्यार्थियों को दिया जाता है जो कक्षा दसवीं की परीक्षा प्रथम श्रेणी में उत्तीर्ण करके कक्षा ग्यारहवीं में तथा कक्षा ग्यारहवीं की परीक्षा प्रथम श्रेणी में उत्तीर्ण करके कक्षा 12 वीं में अध्ययनरत हैं. स्वामी विवेकानंद पोस्ट मैट्रिक स्कॉलरशिप योजना के अंतर्गत कक्षा ग्यारहवीं एवं बारहवीं शासकीय विद्यालय के विद्यार्थियों को बालक को ₹400 तथा बालिका को ₹450 प्रति वर्ष छात्रवृत्ति के रूप में प्रदान की जाती हैं.

साइकिल वितरण योजना (कक्षा 9)

कक्षा 9वी साइकिल वितरण योजना का लाभ छात्र-छात्राओं को दिया जाता है जो स्वयं के गांव में हाई स्कूल की सुविधा ना होने पर अपने गांव से किसी अन्य गांव में अध्ययन हेतु कक्षा 9 में प्रवेश लेते हैं इस योजना के अंतर्गत बालक बालिकाओं के अभिभावकों के द्वारा साइकिल खरीदने हेतु उनके नाम से ₹2400 की राशि का चेक प्रदान किया जाता है |

गांव की बेटी योजना

मध्य प्रदेश गांव की बेटी योजना के अंतर्गत ग्रामीण क्षेत्र की छात्राओं को उच्च शिक्षा प्राप्त करने के लिए सरकार के द्वारा आर्थिक सहायता हेतु प्रतिवर्ष 12वीं कक्षा की प्रथम श्रेणी में उत्तीर्ण करने वाले प्रत्येक गांव की छात्राओं को उपलब्ध करवाई जाती है. गांव की बेटी योजना का लाभ लेने के लिए छात्रों को 12वीं की परीक्षा में 60% है उससे अधिक अंक से उत्तीर्ण होना आवश्यक है साथ ही ग्रामीण क्षेत्र में निवासरत छात्रा को ही इस योजना का लाभ मिलेगा इस योजना के द्वारा छात्रा को 5000 तक की सहायता प्रतिवर्ष सरकार के द्वारा उपलब्ध करवाई जाती है |

प्रतिभा किरण योजना

प्रतिभा किरण योजना के अंतर्गत गरीबी रेखा से नीचे रहने वाले शहरी परिवार की छात्रा को एमपी बोर्ड कक्षा 12वीं में 60% से अधिक अंक से पास होने पर प्रदेश सरकार की इस योजना का लाभ मिलेगा | मध्य प्रदेश प्रतिभा किरण योजना का लाभ लेने के लिए छात्रा को कक्षा 12वीं की बोर्ड परीक्षा में 60% से अधिक अंक से उत्तीर्ण होना आवश्यक है तथा साथ ही वे शहरी क्षेत्र में निवासरत हो इस योजना के अंतर्गत छात्रा को ₹5000 तक की सहायता प्राप्त करवाई जाती है |

विक्रमादित्य योजना

विक्रमादित्य योजना के अंतर्गत मध्यप्रदेश राज्य सरकार द्वारा गरीबों में भेदभाव को समाप्त करते हुए सामान्य वर्ग के निर्धन परिवारों के विकास और कल्याण की दिशा में सामान्य निर्धन वर्ग कल्याण आयोग गठित कर आयोग की अनुशंसा पर विक्रमादित्य निःशुल्क शिक्षा योजना लागू की गई है।

इस योजना का उद्देश्य गरीबी रेखा से नीचे के सामान्य निर्धन वर्ग के विद्यार्थियों को स्नातक स्तर पर निःशुल्क उच्च शिक्षा प्रदान करना है। योजना में निर्धन वर्ग के ऐसे विद्यार्थियों को स्नातक स्तर पर निःशुल्क शिक्षा प्रदान की जाती है, जिन्होंने 12 वीं बोर्ड परीक्षा में 60 प्रतिशत से अधिक अंक प्राप्त किये हो अभिभावकों की वार्षिक आय 120000(उच्च शिक्षा हेतु) या 54000(स्नातक हेतु ) हो | विक्रमादित्य योजना के अंतर्गत सामान्य वर्ग के निर्धन छात्रों को वार्षिक आय 54 हजार तक के परिवार में शिक्षण शुल्क में अधिकतम ₹500 की छूट प्रदान की जाती है 12वीं कक्षा की प्रथम श्रेणी परीक्षा उत्तीर्ण करने वाले 60% अंकों से उत्तीर्ण छात्रों को इस योजना का लाभ होता है |

2022-23 के लिए स्वशनरशिप की राशि में 100 से 567 प्रतिशत तक की बुद्धि की गई है। इसके साथ ही मंडल द्वारा शैक्षणिक छत्रवृत्ति योजना एवं शिक्षा प्रोत्साहन पुरस्कार योजना को लोकसेवा गारंटी अधिनियम के अंतर्गत सम्मिलित करने का प्रस्ताव भी शासन को भेजा गया है। औद्योगिक इकाइयों तथा स्थापनाओं में कार्यरत श्रमिकों एवं उनके परिवारजनों के लिये मंडल द्वारा संगठित क्षेत्र में विभिन्न योजनाओं का संचालन संबंधी प्रस्ताव स्वीकृत होने पर दोनों योजनाओं के आवेदन इसी साल से लोक सेवा केन्द्रों से पोर्टल पर ऑनलाइन भी किये जा सकेगे।

प्रदेश की औद्योगिक इकाइयों तथा स्थापनाओं मैं कार्यरत श्रमिकों एवं उनके परिवारजनों के लिये मंडल द्वारा संगठित क्षेत्र में विभिन्न योजनाओं का संचालन किया जाता है। इन योजनाओं में शैक्षणिक प्रवृत्ति योजना भी सम्मिलित है। पंजीकृत परिवार के बच्चों को इसका लाभ मिलेगा।

छात्रवृत्ति में वृद्धि के लिए इन्हें भी किया शामिल

फार्मेसी आयुर्वेदिक, होम्योपैथिक पेरामेडिकल तथा नर्सिंग कोर्सेस को पहली बार इस योजना में शामिल किया गया है। इन कोर्सेस में प्रतिवर्ष 9 हजार रूपए दिए जाने प्रावधान किया गया है। इंजीनियरिंग खत्री को पूर्व की भांति 10 हजार रूपये दिए जायेंगे तथा मेडिकल में अब 12 हजार 500 रूपये दिए जायेंगे।

एमपी में किसकी कितनी बढ़ेगी छात्रवृति

वर्ष 2022-23 के लिए छात्रवृत्ति की राशि में 100 से 567 प्रतिशत तक की वृद्धि की गई है ।

• एमपी में कक्षा पांचवी से सातवें तक के छात्रों को पहले ₹1000 छात्रवृत्ति प्रदान की जा रही थी अब उन्हें ₹2000 की छात्रवृत्ति मिलेगी ।
• कक्षा 9वी से दसवीं तक के छात्रों को पहले 12 सो रुपए की छात्रवृत्ति प्रदान की जाती थी जिन्हें अब बढ़ाकर के ₹4450 कर दिया गया है ।
• कक्षा 11वीं और 12वीं के छात्रों को पहले 12 सो रुपए की छात्रवृत्ति मिलती थी इससे बड़ा करके ₹4700 कर दिया गया है ।
• पॉलिटेक्निक के छात्रों को पहले ₹1500 की छात्रवृत्ति प्रदान की जाती थी जिसे अब बढ़ाकर ₹5000 कर दिया गया है।
• जनरल यूजी के छात्रों को पहले 15 सो रुपए छात्रवृत्ति प्रदान की जाती थी जिसे बढ़ाकर के ₹7700 कर दी गई है ।
• इसके साथ ही जनरल पीजी के छात्रों को पहले ₹3000 छात्रवृत्ति प्रदान की जा रही थी जिसे बढ़ाकर के 77 सो रुपए कर दिया गया है ।
• एमटेक एमई के छात्रों को पहले ₹10000 छात्रवृत्ति प्रदान की जाती थी जिसे बढ़ाकर ₹11500 कर दिया गया है ।

सत्र 2022-23 से लागू होंगे नए नियम, विद्यार्थी नाराज

सत्र 2022-23 में छात्रवृति को लेकर नियमों में बदलाव किया गया है। आरक्षित वर्ग वाले विद्यार्थियों को छात्रवृत्ति तभी मिलेगी, जब कक्षा में 75 प्रतिशत उपस्थित होगी। कालेजों को अनुसूचित जाति, अनुसूचित जनजाति और अन्य पिछड़ा वर्ग (ओबीसी) के विद्यार्थियों की जानकारी भेजना है।

कक्षा में 75 प्रतिशत उपस्थिति रहने पर ही मिलेगी छात्रवृत्ति

नियमों में संशोधन को लेकर छात्र छात्राएं नाराज हैं और पुराने नियम को दोवारा लागू करने की मांग कर रहे हैं। विभाग ने कालेजों में वायोमेट्रिक पद्धति से विद्यार्थियों की उपस्थित दर्ज करने के निर्देश दिए हैं, लेकिन यह व्यवस्था अभी लागू नहीं होगी। इसके लिए विभाग ने कुछ महीनों का समय दिया है। पोस्ट मेट्रिक छात्रवृत्ति को लेकर एससी, एसटी और ओबीसी विभाग ने समीक्षा की।

अधिकारियों का कहना है कि कई कालेजों में छात्रवृत्ति के लिए विद्यार्थी नाम लिखवाते हैं मगर सालभर कक्षाओं से गायब रहते हैं। बावजूद इन्हें छात्रवृत्ति जारी होती है। शिकायत मिलने के बाद विभागों ने नियमों में बदलाव किया है। इसके लिए कालेजों को आरक्षित वर्ग के विद्यार्थियों की उपस्थिति बताना अनिवार्य है।

प्रत्येक महीने की जानकारी उच्च शिक्षा विभाग व संबंधित विभागों को देना है। उसके आधार पर विद्यार्थियों की छात्रवृत्ति जारी की जाएगी। अधिकारियों के मुताविक वायोमेट्रिक मशीन से उपस्थित लेने की व्यवस्था बनाई है। अतिरिक्त संचालक डा. सुरेश सिलावट का कहना है कि छात्रवृत्ति से जुड़े नियमों का प्रत्येक कालेज को पालन करना है।
